Meeting Minutes
May 12, 2011
Meeting called to order at 7:05pm
In attendance: Orval Johnson, Chairman; Marilyn Buckingham, Member; Barry Eklund, Member; Darrell
Emerson, Member ; Mark Kopp, Member; Natalie Trudeau, Member; Nolan Wall, Planner from Stevens
Engineers, Ed Gullickson, Town Board Chairman; Cliff Manwiller, Town Zoning Administrator
Absent: George Stroebel, member
Residents present: John Archibald, Gene Gunderson, Lisa Gunderson, Todd Fulton.
Public Comments: Concerns regarding specifics regarding building permit issued May 6, 2011. Covenant in place
not enforceable by Town; covenant determined by developer/private parties. This lot is most likely within the
Shoreland Zoning District, which is governed by the County, but the zoning map does not show the lot to be in
the Shoreland District. This item is not on the agenda, so the Plan Commission cannot act on this issue at this
meeting without public notice. Mr. Manwiller has agreed to discuss this with Mr. Spanel, Polk County Zoning
Administrator to determine requirements and provide Plan Commission with requested information including:
address, fire number, septic requirements, map, proposed plat map, driveway, potential watershed. Date set to
meet regarding this issue May 19, 2011 at 7pm.
Discussion with Mr. Cliff Manwiller, Town Zoning Administrator: Discussion regarding Town Zoning Ordinance,
Section K. Discussion regarding Wisconsin Uniform Dwelling Code.
Dog Nuisance Ordinance: Discussion: Town of Osceola is looking for a new joint Animal Warden; this is a
consideration for us. Animal Wardens are typically paid per call. The Town Chairman receives about 50 calls per
year. Review of Ordinance: minor edits to Section A; Section E, 7; Section G, 5; Section H, 4; H, 4, a.
Review Junked Vehicle Ordinance: Review of previous edits. Discussion: change definition of Vehicle; addition
of new Section E Applicability; Section F, 1: minor edit; Section G, 6: minor edit; Section H, 2: clarify number of
vehicles; Section I, 2,vii: minor edit. Removed numerous instances of “motor” throughout Ordinance for
continuity.
Wind Turbine Licensing Information: Nolan distributed Sample Wind Energy Outline based on four different
Wind Energy Ordinances. Mark distributed a Proposed Project Overview for the Highland Wind Farm. Discussion.
Emergency Plan Commission Meeting scheduled for May 19 at 7pm.
Next Regular Plan Commission Meeting: June 9 at 7pm.
