Meeting Minutes
October 13, 2011
Meeting called to order at 7:02pm.
In attendance: Darrell Emerson , Member; Mark Kopp, Member (acting Vice Chair); George Stroebel, Member;
Natalie Trudeau, Member
Absent: Orval Johnson, Chairman; Marilyn Buckingham, Member; Barry Eklund, Member
Also in attendance: Nolan Wall, Planner w/Stevens Engineering; Carl Hetfeld, Surveyor (for Brandon Olson)
Public Comments: None
Review Final CSM Submittal for Minor Subdivision for Brandon Olson: Motion to approve final CSM
(Emerson/Stroebel); unanimously carried.
Review Wind Energy Licensing System Application Fees: Nolan provided other examples of application and
renewal/amendment fees.
Fee Schedule Revisions: Based on information presented by Nolan, the Plan Commission recommends inclusion
of Building Permit Fee to be forwarded to Town Board including input from Cliff Manwiller. Motion to approve
all fees as presented by Nolan on the Fee Schedule with the inclusion of Wind Energy System Initial Application
Fee at $1000 per tower and Renewal/Amendment Fee at $500 per tower (Emerson/Stroebel); unanimously
carried.
Citation Ordinance Revisions: Motion to set citation fee of $200 + court costs per violation of Zoning Ordinance
(Stroebel/Emerson); unanimously carried. Motion to include a citation fee set at $200 + court costs per violation
of Subdivision and Platting Ordinance (Stroebel/Emerson); unanimously carried. Motion to set citation fee of
$200 + additional costs of enforcement per violation of the Wind Energy Systems Ordinance (Emerson/Stroebel);
unanimously carried. Motion to set citation fee of $20 per violation of Dog Nuisance Ordinance
(Emerson/Stroebel); unanimously carried. Forward proposed changes of Citation Ordinance to Town Board for
approval.
Comprehensive Plan Implementation: Review of Town Welcome Brochure changes and new design. One edit to
be made of phone number for George Stroebel.
