Town of Garfield Plan Commission Meeting
Meeting Minutes
June 9, 2011
Meeting called to order at 7:05pm.
In attendance: Orval Johnson, Chairman; Marilyn Buckingham, Member; Barry Eklund, Member; Darrell
Emerson, Member; Mark Kopp, Member; George Stroebel, Member; Natalie Trudeau, Member
Residents present: Todd & Shannon Fulton, Alan & Elise Walker
Also in attendance: Ed Gullickson, Town Board Chairman; Angela Popenhagen from Stevens Engineers
Read and approve minutes of the special meeting of May 19, 2011. Changed wording from “deny” permit to
“revoke” permit. Changes read and approved. Motion carried unanimously.
Discuss potential amendments to Town Zoning Ordinance regarding accessory buildings within Residential
District: Discussion on the options presented by Stevens Engineering on changes to Height and Area Standards
[Article 4, Section C.3]. Plan Commission will do more research on this issue prior to amending this section of the
Zoning Ordinance. Will clarify size standards within different zoning districts (Res/AgRes).
Review Draft Junk Vehicle Ordinance: Motion to approve Junk Vehicle Ordinance Draft; associated Permit
Application as written, striking “Age” from Application; and recommend $50 annual permit fee (Kopp/Eklund)
unanimously carried.
Review Draft Dog Nuisance Ordinance: Motion to approve Draft Dog Nuisance Ordinance as amended
(Kopp/Stroebel) unanimously carried. Fee will be determined by Town Board.
Review Draft Wind Energy Licensing Ordinance: Discussion to change 2,640 feet to 5,280 feet; change
“Township” to “Town”. Recommendation to review Draft Ordinance for amendments to bring to next meeting.
Discussion to separate findings and references from Ordinance and possibly create an addendum including
findings and references.
Parking Lot Development Outside Garfield Park: Ms. Buckingham presented background information about the
planning of the park including the parking lot outside of the park. Additional information was presented by Mr.
Gullickson. Discussion. Ms. Buckingham spoke about opposition of residents to proposed parking lot with three
residents present and signatures of 20 residents. The commission discussed this and concluded that it had no
authority to do anything and recommended that the residents take the matter to the Town Board.
Next Plan Commission meeting July 14th at 7pm.
