Garfield Town Board Meeting

Meeting called to orderby Chairman, Ed Gullickson, at 7:00 pm.
Public Comments: None.
Any Other Business That May Come Before the Board: None.
Road Maintenance/Maintenance Building: Board reviewed the proposed bids on the open faced maintenance building. Gullickson would like to see the open faced building be refaced this year. Motion made by Gullickson/Mork to accept R&B Construction’s bid to rebuild/reface the open faced maintenance building for $33,000. Carried-unanimously.
Ditch mowing will be starting soon. 130th, Kennedy Mill, and Big Lake Drive have been blacktopped. Shouldering will be done shortly. Patching needs to be done.
Vacating Prospect Avenue Right-of-Way on Wapogasset: “Introduction of a resolution to discontinue aa portion of an unbuilt public right of way known as Prospect Avenue located on the plat of Wapogasset Beach.” Class 3 notice is required for the follow up meeting, which is at least 40 days from the date of the notice, meeting will be on the regular monthly board meeting date of October 10, 2017, at 7:00 pm. Advertisement will be placed in paper this coming Tuesday.
Park: Restrooms have been backing up. Drainage pipe sizes are the issues. Mark Knutson explained the concerning issues. Knutson would like to have issues fixed this fall. The light sensors have been burning out and would like to find a different alternative. Both issues will be taken care late fall this year.
Stower Trail: Eric Hallen, Osceola Snowmobiler/ATV Club, presented information on the Stower Trail. Majority of their members would like to have the trail available to be multiuse including motorized vehicles. Gullickson stated that Garfield has been neutral on the trail. A resident also stated that bicyclist have been using the roads more than the trails and would like to see the trail have more use including motorized.
Travis Hubred Certified Map: Ed Flanum, Northland Surveying, Inc., presented a survey map of the 40 acre on 70th Avenue. Motion to approve the Polk County subdivision on the Travis Hubred property. Property is located on 70th Avenue with the legal description as NE ¼ of the NW ¼ of Sec 34, T33N, R17W. Carried-unanimously.
Clerk’s Report: Submitted and reviewed.
Approval of Vouchers: Submitted, signed and approved. Motion made by Mork/Gullickson to approve submitted vouchers. Carried-unanimously.
Treasurer’s Report: Submitted and reviewed.
Approval of Monthly Board Minutes: Motion made by Gullickson/Mork to approve the August 15, 2017,Board minutes as submitted. Carried-unanimously.
