Garfield Town Board – Annual Meeting
April 18, 2017

Annual Meeting called to orderby Chairman, Ed Gullickson, at 7:00 pm.
Minutes of last annual meeting: Minutes from last year’s annual meeting were read. Motion made by Dave Nelson/Orval Johnson to approve annual town minutes as submitted. Carried-unanimously.
Concerns: Orval Johnson, Planning Committee Chairman, stated that a resident on Bear Lake has cattle on a residential lot. Johnson stated that he cannot have cattle on that lot per the Town Zoning Ordinance. Resident has asked Lumsdens about renting land from them. Johnson also stated that a resident off of North Bear Lake Road has junk in yard. Johnson also stated that there is a barn on F and Y that is in violation of the Junk Ordinance.
Annual Statement:2016 Annual Statement was explained by Gullickson. Motion made by Dave Nelson/Vi Nelson to approve the 2016 Annual Statement as submitted. Carried-unanimously.
Maintenance Building: Maintenance building is completed with a few minor things to complete. Heating costs were very reasonable for the past winter, approximately one and a half tanks of LP.
DOG Fire Association: Mark Knutson, Fire Chief, submitted information on the total runs for the past year. The Department had approximately 296 runs.
The Department currently has two stations, one in Dresser and one in Garfield. The Department has acquired a portion of Alden and will be breaking ground sometime next spring for a third station in Alden.
The annual spaghetti dinner on April 8, 2017, did well serving approximately 950 people on a free-will offering. Money will be used for gear extractor washing machines for the two stations. The Department is also having their annual Mother’s Day pancake breakfast, free-will offering, at the Garfield station.
Gopher Bounty: Motion made by Don Mork/Dave Nelson to keep the gopher bounty at $3.00 per tail, no bounty on stripe gopher tails. Carried-unanimously.
Road Work: Gullickson stated the Town did no blacktopping last year. Town is looking at blacktopping two to two and half miles every other year. North Bear Lake will be chipped sealed.
Park: Siren is tested once a month. Vi Nelson inquired if the siren can be set off. Mark Knutson stated that on April 20 a state testing will be performed. Dave Nelson would like to see a bridge going across the swamp between to two parking areas. Striping of the parking areas will be done, Town is looking at purchasing a striping machine. Quote for striping is approximately $3,800. There are a couple of dead trees that need to be removed.
