Meeting called to order by Chairman, Ed Gullickson, at 7:00 pm.
Public Comments: None.
Gale and Dan Osborne Residence – Dog Complaints and Animals on Hwy 65: Board explained the dog complaints to the Osbornes and the process of the kennel tags/permits. Darel Hall, Animal Humane Officer, informed the Board of his information on the Osbornes dogs regarding the health and safety of both the animals and humans. Board asked Osbornes what their plans are with breeding the dogs. Osbornes stated that they plan on breeding. Questions were brought up about their State license for breeding. Board asked about the goats and other animals on the property. Supervisor Nelson explained the ordinance regarding dog kennels and a conditional use permit that is required with a fee to be approved by the Board. Clerk will send out a certified letter to the Osbornes regarding their first offense. Gale and Dan agreed that they understand what was presented to them at meeting and what they need to do. Board also stated to Kristine Sigsworth that they have received complaints on her dogs. Sigsworth stated that her dog issue has been taken care of and Hall concurred. Hall will get State information on Osbornes to the Board. Hall has also informed the Board of another issue regarding a couple of other dogs that killed another property owner’s dog. Board will inform property owner about their renter’s dogs.
Mobile Home Park Permit Ordinance: No action taken.
Review Election Employees for 2024: Election worker list was approved last year for the next two years.
Open Book and Board of Review Dates: Open Book is tentatively set for Saturday, April 13, 2024, from 12pm to 2pm and Board of Review is scheduled for Monday, April 29, 2024, from 12pm to 2pm. One board member wants a later time on the Board of Review. Motion made and seconded to set the dates and times as tentatively submitted for the Open Book and for the Board of Review. Carried-unanimously.
TRI Grant Application: Board explained the TRI grant applications and what the Town is to approximately receive.
Planning Committee Update: Nelson gave update and stated that they will not have a meeting in December, but will meet in January.
Other Business That May Come Before the Board: Michael Markee submitted a land division on 1739 75th Avenue for Dan Fleming. Motion made and seconded to approve the land division. Carried-unanimously. Markee will mail the $150 fee.
Clerk’s Report: Submitted and reviewed.
Approval of Vouchers: Submitted, signed and approved. Motion made and seconded to approve submitted vouchers. Carried-unanimously.
Treasurer’s Report: Submitted and reviewed.
Approval of Monthly Board Minutes: Motion made and seconded to approve the December 12, 2023, Board minutes as submitted. Carried-unanimously.
Adjourn: Motion made and seconded to adjourn meeting, 8:00 pm. Carried-unanimously.
