Garfield Town Board Meeting

August 10, 2021

Meeting called to orderby Chairman, Ed Gullickson, at 7:00 pm.

 

Public Comments:  Gale Osborne commented that she is being harassed by a person complaining about her dogs barking/howling.  Osborne explained that she has had a kennel license for several years and is licensed to breed her dogs.  Gullickson explained the dog ordinance to Osborne.  Gullickson stated she is responsible for her dogs barking per Town ordinance, County ordinance, and State statutes.  Gullickson explains how the citations work if they County Officer issues her a citation.  Michele Brunner/Rick Bottolfson commented on the dogs barking.  LeRoy Gerving commented on the dogs barking at various times.  Osborne stated that the dogs bark when the coyotes come near.  Gerving asked if the Town could do something about the coyotes.  Gullickson stated that there are people in the area that hunt the coyotes.  Gullickson asked how many dogs she has.  Osborne stated she has 22 dogs.  Brunner stated that it is not her intension to harass Osborne.  Osborne stated that it isn’t Brunner/Bottolfson but rather Darel Hall, the animal humane officer, is the one harassing.  Gullickson stated that as an animal humane officer that they always get problem dogs and aggressive dog owners.  Gullickson stated that he would talk to Hall.  Gullickson stated he would like an update next month from Osborne.

 

Road Construction Report:  150th Street and 70th Avenue has been fixed and now the road is ready for blacktop grinding.  120th will have tree clearing done.  85th Avenue from Highway 65 to 170th Street will be ground this fall.  90th Avenue needs some tree clearing.  150th Street south of Kennedy Mill, North Bear Lake Road from Highway 65 to 180th Street, and 140th from County Road F to Sunrise Beach Drive is going to chip sealed tomorrow and fog seal will follow shortly. 

 

Issues at Garfield Recreation Site:  The Ox Lake Bible Camp removed a culvert which has been backing up the water.  The Bible Camp is talking with the DNR to set a meeting in regard to putting the culvert back in.

 

Gullickson commented on the ski club, county, county parks department about the land easement for the ski club and the county park usage and maintenance of the Town’s recreation area.  Gullickson stated he would like to see an ordinance and that the Town would grade the roughness on the trails before it freezes.  It was commented that the horse people don’t clean up after their horses and that their horse apples are all over the parking lot.

 

Other Business That May Come Before the Board:  None.

 

Clerk’s Report:  Submitted and reviewed. 

 

Approval of Vouchers:  Submitted, signed and approved.  Motion made by Gullickson/Mork to approve submitted vouchers.  Carried-unanimously.

 

Treasurer’s Report:  Submitted and reviewed.

 

Approval of Monthly Board Minutes:  Motion made by  Gullickson/Mork to approve the August 10, 2021, Board minutes as submitted.  Carried-unanimously.  

 

Adjourn:  Motion made by Mork/Gullickson to adjourn meeting, 8:15 pm.  Carried-unanimously.
