Garfield Town Board Meeting

Meeting called to orderby Chairman, Ed Gullickson, at 7:00 pm.
Public Comments: None.
Road Construction Plans for 2021-2022: Gullickson explained what roads that needs to be looked for different issues. Mark Knutson stated that within the next two weeks Duck Lake Road and 150th Street between County Road K and 70th Avenue will be ground.
Issues at Garfield Recreation Site: Gullickson stated that there still is an issue with the culvert going into Ox Lake. Gullickson is waiting for information from the DNR. Trails will be mowed/groomed yet this fall.
Approval of Operator Licenses Submitted: There were three submitted for The Mix Up and one for Waterside. Stroebel reviewed the submitted applications along with their reports. Two of the four were approved. Motion made by Stroebel/Mork to approve the two operator licenses. Carried-unanimously.
Discussion of Complaints Concerning Noise from The Mix Up:Gullickson stated that there have been several complaints in the last few weeks regarding The Mix Up. Gullickson stated that The Mix Up has not complied with their plans from the start. Gullickson went over the complaints. Planning Commission will go over the noise issue with the writing of an ordinance.
Discussion of Noise Ordinance and Selection of Attorney: Bakke Norman sent a sample ordinance regarding noise. Stroebel will bring it before the Planning Committee meeting this coming Monday.
Final Grant Award for Kennedy Mill Culvert Reconstruction: Gullickson went over the cost of the replacement of the culvert and presented the papers from the State to be signed and returned. Gullickson signed the papers and clerk will send papers back priority mail.
Review of 3yr Capital Equipment Plan: Gullickson explained when the current loans mature and what is needed or will be need replaced, e.g. new plow truck and new tractor for mowing. Mark Knutson explained the potential cost of a new truck.
Other Business That May Come Before the Board: Gale Osborne stated that she put up a max silencer. Osborne stated that the coyotes are still an issue, but dogs have otherwise been silent.
Clerk’s Report: Submitted and reviewed.
Approval of Vouchers: Submitted, signed and approved. Motion made by Stroebel/Mork to approve submitted vouchers. Carried-unanimously.
Treasurer’s Report: Submitted and reviewed.
Approval of Monthly Board Minutes: Motion made by Stroebel/Mork to approve the September 14, 2021, Board minutes as submitted. Carried-unanimously.
Adjourn: Motion made by Mork/Stroebel to adjourn meeting, 8:25 pm. Carried-unanimously.
