Garfield Town Board Meeting

July 13, 2021

Meeting called to orderby Chairman, Ed Gullickson, at 7:00 pm.

 

Public Comments:  None.

 

Presentation by Alex Goldfarb on Flourish Farm and Retreat Proposal for Swanson Farm - Discussion:  Alex Goldfarb submitted documentation (not signed) from his attorney on his proposed development.  Gullickson stated that the Town would follow what the Town’s attorney suggests.  Bill Yudchitz, architect, showed a power point/slide show for the Town in regards to what Goldfarb/Yudchitz is planning on doing.  Gullickson stated that if this project goes through, that the Town would have it stated on exactly Goldfarb’s intentions and would hold him to it and if Goldfarb has to sell property/project that the new owner is held to the same agreement.  Goldfarb stated that his long term projection is to have 27 cabins plus tent sites.  Gullickson stated that the lake on the property is a seepage lake and suggested that the Planning Committee obtain a study to find out if this development would damage/alter the seepage lake.  The Board told Goldfarb that they want a more definite plan and intentions.

 

Review Piepkorn/Albrecht Property on Kennedy Mill Avenue:  Carl Hetfeld submitted information on said minor subdivision.  Motion made by Stroebel/Gullickson to approve the minor subdivision for the Piepkorn/Albrecht property.  Carried-unanimously.

 

Request to Review Signage at 1846 80th Avenue:  Gullickson explained to Mark Knutson about the resident’s concern and the resident would like to see a blind driveway sign installed.

 

Discussion of Noise Ordinance for the Town:The Board will have the Planning Committee proceed with a noise ordinance for the Town.

 

Reading of Complaint Regarding Noise at The Mix Up Bar:  Gullickson has received a written complaint from a resident that intoxicated people were lighting off fireworks in the middle of County Road C, doing burnouts. The resident stated that noise continues to be very disturbing.  Gullickson and the Board also stated that there have been other complaints.

 

Review of Possible Rework of Sunrise Beach Boat Landing:  Virginia Henrikson and Gullickson discussed the boat landing and the land that Henrikson owns on the south side of the boat landing.

 

ARPA Funds – Discussion:  The Town received their first half of the ARPA Funds.  That amount was put into a one year CD.  The second half will be received the same time next year.  The moines have to be used within four years.

 

Discussion of Building Lot 1815 94th Avenue Use in Residential Zone:  Gullickson received a call about the property.  The property is zoned residential.

 

Continued Road Construction Plan:   Half mile on 120th, 85th Avenue, 155th Street, and one mile on 90th Avenue.  Mark Knutson commented on pulverizing 85th Avenue and 155th Street this year and let them sit and settle over the winter.

 

Other Business That May Come Before the Board:  None.

 

Clerk’s Report:  Submitted and reviewed. 

 

Approval of Vouchers:  Submitted, signed and approved.  Motion made by Stroebel/Mork to approve submitted vouchers.  Carried-unanimously.

 

Treasurer’s Report:  Submitted and reviewed.

 

Approval of Monthly Board Minutes:  Motion made by Stroebel/Mork to approve the July 13, 2021, Board minutes as submitted.  Carried-unanimously.  

 

Adjourn:  Motion made by Mork/Gullickson to adjourn meeting, 9:30 pm.  Carried-unanimously.
