Garfield Town Board Meeting
April 20, 2021

Meeting called to orderby Chairman, Ed Gullickson, at 7:00 pm.
Public Comments: None.
Road Maintenance: Mark Knutson stated that they are planning on doing some road patching. Tree clearing has been started at the Garfield Recreation to increase the parking area. Gullickson stated that our roads have improved over the years. Richard Roos asked when 155th gets ground, how long does it have to sit before it can be blacktopped. Gullickson stated approximately a year and half.
Future Maintenance Equipment 5 Yr Plan: Gullickson explained what the Board foresees on a new purchase of another town truck and updating the excavator when some of the current loans are paid off. When the State pays their portion of replacing the Kennedy Mill culvert, the loan will be paid off earlier.
Park Work Volunteer Day: Dave Nelson stated that both shelters need to be re-stained and that the walking bridge needs work. Nelson also stated the park needs a sign. Gullickson stated that the fencing needs attention. Nelson will get some prices on doing the staining of the shelters for the next board meeting. Gullickson stated we need to get pricing on the fencing. The lights were replaced to LED lights.
Garfield Recreational Site: Gullickson commented on work on the trails at the park. Gullickson also stated that the Board received a couple of letters received by the Horse Goofs and other concern horse enthusiasts that want to be involved. Liz Walter commented on her concerns and what she has heard from others about horse people being harassed by different people using the trails. Gullickson stated that the parking area will be increased this summer.
Planning Committee Update: Dave Nelson would like to see the ordinance on the park committee appealed or obsolete. Nelson also talked about certain ordinances that need to updated with minor changes. Gullickson stated that the attorney needs to update the ordinances. Gullickson would like the ordinances put on the June meeting.
Other Business That May come Before the Board:Waterside submitted an application for an operator’s license. Background check came back clean. Motion made by Stroebel/Gullickson to approve the operator’s license that was submitted by Waterside. Carried-unanimously.
Clerk’s Report: Submitted and reviewed.
Approval of Vouchers: Submitted, signed and approved. Motion made by Stroebel/Mork to approve submitted vouchers. Carried-unanimously.
Treasurer’s Report: Submitted and reviewed.
Approval of Monthly Board Minutes: Motion made by Stroebel/Mork to approve the April 20, 2021, Board minutes as submitted. Carried-unanimously.
Adjourn: Motion made by Mork/Stroebel to adjourn meeting, 8:35 pm. Carried-unanimously.
