Town of Garfield Plan Commission Meeting Minutes
August 12, 2010
Meeting called to order at 7:00pm
In attendance: Orval Johnson, Chairman; Marilyn Buckingham, Member; Barry Eklund, Member; Darrell
Emerson, Member; George Stroebel, Member; Natalie Trudeau, Member; Nolan Wall, Planner from
Stevens Engineers; Ed Gullickson; Town Board Chairman
Absent: Mark Kopp, Member
Minutes of the July 29 Plan Commission Meeting were read and approved
Town Board has set dates for final review and approval of the Zoning Ordinance:
September 30 at 7pm; Public Workshop; advertisements will be published in the Osceola Sun,
Tri?County Advertiser, and Amery Free Press
October 12 at 7pm; Public Hearing will be held prior to the Town Board Meeting
Draft of the Zoning Ordinance and Map will be posted on the Town website along with notice of public
workshop and hearing. Public e?mail notice will be sent to all Town e?mail lists encouraging public
comments and questions.
.Waterside. is rebuilding; has all applicable permits and is being inspected; the building will have the
same footprint, with the only variance being new concrete for the patio.
Building Permits: Town Clerk, Building Inspector, and Town Chairman will review them all; only a small
amount of permits will be forwarded on to the Plan Commission. Plan Commission is requesting a list of
building permit applications for informational purposes. Gullickson will ask Town Clerk to compile and
maintain requested list and forward to Plan Commission Chairman.
Zoning Administrator: The Town will not require a separate individual full?time for this position; this
duty could be assigned to the Building Inspector; the intent is to keep costs down for the Town and keep
the process simple for residents. Gullickson will ask Cliff Manwiller if he is willing to act as Town Zoning
Administrator. Follow?up phone call later during the meeting came from Gullickson stating that, yes,
Manwiller will assume the Zoning Administrator role.
Zoning Map: Gullickson requested that the Plan Commission consider zoning all Shoreland in the Town
as Ag?Res; look at a possible moratorium for changing Ag to Ag?Res, or other reclassification of land,
until a specified date with no re?zoning fee.

For the September 9 meeting:
Look at proposed fee schedules, permits, and Resolution Establishing a Fee Schedule
Review Citation Ordinance
Other business: Stroebel announced that there will be a Town picnic at Wapogasset Park on August 28
from 11am . 6pm; sponsored by the Park Committee, with a fundraiser for playground equipment
Next Regular Plan Commission Meeting: September 9 at 7pm
