Town of Garfield Plan Commission Meeting Minutes
November 18, 2010
Meeting called to order at 7:20pm
In attendance: Orval Johnson, Chairman; Marilyn Buckingham, Member; Barry Eklund, Member; Darrell
Emerson, Member ; Mark Kopp, Member; Natalie Trudeau, Member; Nolan Wall, Planner from Stevens
Engineers; Ed Gullickson, Town Board Chairman
Absent: George Stroebel, Member
Regarding Subdivision Ordinance: Gullickson requested that the PC work to entice developers to the
Town and look at how the Town can help new developments, including incentives such as using the
Town crew for roads and such.
Regarding Wind Ordinance: Gullickson asked Nolan to provide info to the PC on Wind Ordinances,
stating that there are a number of towers going in or being introduced in nearby communities of Forest
and Milltown. The Wisconsin Town Association is urging towns to develop Wind Ordinances.
Minutes of the October 14th Plan Commission Meeting were approved (Eklund/Kopp).
Town of Garfield Subdivision & Plat Ordinance: Reviewed proposed changes to Ordinance up through
Section L, 5, c, iv Open Space Design. Discussion about residential lot size requirements and minimum
open space requirements.
Buckingham requested that the PC tour and talk with a Home Owners Association in a Conservation
Development. Nolan will look into to this and sited one nearby (Jackson Meadow, Marine on St. Croix).
Members are to review the Minor and Major Subdivision Packets before the next meeting (Johnson).
Wind Energy: Nolan presented information packet for review regarding Wind Siting Rules.
Other Business: Town of Garfield Zoning Ordinance will be discussed at the Land Info Meeting on
December 1st. Nolan will send specifics on this.
No Plan Commission meetings for December and January.
Next Plan Commission Meeting: February 17, 2011 at 7pm.
