Minutes of Park Committee Meeting April 26, 2005, 7:00 PM
Attendance: David Nelson, Steve Christenson, Mary Lou Stanley, Don Mork, Joyce Gullickson
and Town Board Chairman, Ed Gullickson
Public: Lisa and Robert Turek-Shay
Since this was an organizational meeting, Town chairman, Ed Gullickson started the meeting with
a general discussion of what the committee should expect as far as conducting meetings, public
input, engineering studies, time/date for meetings and that the town board has the final say for
decisions. Meeting dates and agenda are to be posted 72 hours before the meeting and in three
locations.
Election of officers: Town chairman asked for nominations for chairman. Joyce Gullickson
nominated David Nelson, seconded by Mary Lou Stanley. Mary Lou requested that the
nominations be closed. Results carried by unanimous ballot.
Chairman Dave Nelson asked for nominations:
Vice Chairman –Don Mork nominated Steve Christenson, seconded by Joyce Gullickson. Mary
Lou Stanley moved that the nominations be closed. This also was carried by unanimous vote.
Secretary –Don Mork nominated Joyce Gullickson. Seconded by Steve Christenson.
Nominations were closed. There was a unanimous vote for secretary.
Officers Terms-
It was decided that we would go to a 3 year/ 2 year term system
Terms were determined by drawing, resulting in the following:
Dave Nelson –3 years
Steve Christenson –3 years
Mary Lou Stanley –2 years
Don Mork –3 years
Joyce Gullickson - 2 years
Mary Lou Stanley moved that officers would be elected annually in April and Don Mork seconded
the motion. Motion carried
Map of Survey of the Park property:
The committee reviewed the map of the survey of the park property. Discussion of the 18 foot
portion that Castaway Trailer Park must vacate before a fence can be installed led to more
discussion of the abandonment of a portion of an old platted road on the park property.
The park was donated by the Wallace Family (Reader’s Digest) with the stipulation that it was
never to be sold, no alcohol allowed nor dancing in the park.
Ed Gullickson itemized the money that is available at this time for the work in updating the park.
At this time there is $24,000 available for the project. There should be an additional $20,000 by
year’s end in additional subdivision funds.
Mary Lou Stanley stated that there is a Certificate of Deposit that the Lake Wapogasset
Association had donated for the park that amounts to $14,000 including interest earned.
Discussion:
The committee will have to hire an engineering firm.
Parking lot lights needed
Hours the park would be open
Signage needed
Parking and citation ordinance –Ed Gullickson said there is one in place –how this is to be
enforced was discussed.
Turek-Shay’s requested a walkway into the park from the south –discussion about an entrance
There would also have to be one within the park from the parking lot to the picnic/beach area
Fencing –open possibly cedar along highway F, privacy fencing between park and Castaway
Size of parking lot –possible 20 spaces
Boat landing moved to beach area near Castaway
(the 3 items above are to be accomplished for 2005)
Funding possibilities for the future:
Rod and Gun Club
DNR –they do 95% funding for boat landings
Floating dock help from Sportsman’s Club and/or Lion’s Club
Ed Gullickson recommended contacting Scott Ward of Steven’s Engineering in Hudson. Mr.
Ward lives in Amery and familiar with the park. The engineering may be $5,000-6,000. It may
take 3 months for this process.
Other engineering firms to be contacted would be Cedar Corporation, Menomonie; Ayres, Duluth
Landing, Spring Valley based contractor put in Sunrise Beach boat landing
The committee is to take bills to the town board.
Grant writing –noted that there is more money available from the county
Ed Gullickson stated that 2-3 times human waste had to be removed. Discussion of obtaining a
port-a-potty; as a means of eliminating this problem temporarily. Handicapped arrangements may
have to be made as the park takes shape. Regular facilities will be arranged for now. Don Mork
will check on obtaining one, where to place it and tying it down to avoid vandalism.
Garbage pick up –the Lake Association has been paying for it. Mary Lou Stanley will have Ray
Stanley check on better service from Waterman’s Sanitation
Ed Gullickson suggested that four posts be put in place at the property boundaries. The issue of
the boundary with Castaway was reopened –town chairman will talk to David Potter to notify him
that he needs to reorganize and relocate his road situation by July 1st, 2005; so that a fence can be
installed along the property line.
Committee will check with engineering firm as to the type of fencing that should be installed.
Posting for “No Hunting” was brought up the Turek-Shay’s. There have been shotguns fired
within the park property.
Park Clean up Day:
Joyce Gullickson brought up having a clean up day this spring. June 4th was the best possibility.
Ed Gullickson mentioned that there are several large rocks in the spillway area that have been
pushed/thrown into the water that will have to be retrieved and placed back into the spillway
construction.
Lisa and Robert Turek-Shay suggested that someone with knowledge be consulted in regards to
saving the flora in the park. Joyce Gullickson will contact Mike Grinyer, former Polk Co Forester,
as to his availability for consultation on this matter.
Notification of the Clean Up Day will be posted. Mary Lou Stanley will put it in the Wapogasset
Lake Association Newsletter.
Next Meeting: Next meeting was set for May 11, 2005. Dave Nelson will arrange to meet with
engineering firms at that time.
