Garfield Town Board Meeting

Meeting called to orderby Chairman, Ed Gullickson, at 7:00 pm.
Public Comments: None.
Road Construction Update: Cost of paving blacktop is up 25%. Board would like to advertise for the blacktop for half mile of 85th, 150th Street from 60th Avenue to 70th Avenue, and half mile of 120th Avenue. Culverts have been ordered for other roads that will be coming up for improvements. Ditch mowing has been started. Board approved two driveways for the new parking lot for the walking trail on Wanderoos Road.
Federal/State Road Construction Grant & ARPA Grant: The application that was submitted was denied until 2023 due to lack of funds and that the Town should reapply then.
Sunrise Beach Boat Landing Plan and Garfield Park Fencing: The application for the boat landing has been submitted and the total project $243,000 and the grant is 50/50 and the project will be completed by spring 2023.
Board discussed an option for new railing at the Garfield Park. Motion made and seconded to approve the new railing for the park. Carried-unanimously. Maintenance will be placing large rocks to be placed in certain spots to keep vehicles away from certain areas.
Property Issue on 90th Avenue Concerning Zoning Requirements: Board stated that Smith has a couple of trailers on the property that are being occupied without sewer systems. Smith stated that it is not anybody’s business if the trailers are occupied or not. Board asked what is going to happen with the trailers. Smith stated that they are staying there. Board asked what kind and how old of sewer system is on the property. Smith stated a holding tank for his trailer. LaBeck has been staying in trailer until his house is completed but will vacate the property before August 15, 2022, by the order of the Board.
Noise Ordinance Complaint: Board received an email regarding the 10pm cutoff time for music at the establishments for bands. The email stated that The Mix Up is having a private wedding on Saturday and closing the establishment to the public and that the one piece band would be playing until 11p. Board stated that a permit for the band would be required for the extended time. Sue Olson stated that she would like The Mix Up to notify them if they are going to have a band that would run over on the cutoff time on those specially permitted events.
Liquor Licenses & Operator Licenses Applications for Approval: Licenses were submitted to the Board for approval. Board approved all the operator licenses that where submitted and notations made. Liquor Licenses were approved with the exception of some specific wording on The Mix Up. Supervisor Stroebel will meet with The Mix Up to clarify the wording. Motion made and seconded to approve the Operator Licenses that were submitted with notations attached and Liquor Licenses with the above correction. Carried-unanimously.
Planning Committee Update: Dave Nelson gave an update on the ordinances.

Clerk’s Report: Submitted and reviewed.
Approval of Vouchers: Submitted, signed and approved. Motion made and seconded to approve submitted vouchers. Carried-unanimously.
Treasurer’s Report: Submitted and reviewed.
Approval of Monthly Board Minutes: Motion made and seconded to approve the June 14, 2022, Board minutes as submitted. Carried-unanimously.
