Garfield Town Board Meeting

September 8, 2020

Meeting called to orderby Chairman, Ed Gullickson, at 7:00 pm.

 

Public Comments:  None.

 

Road Updates:  Blade patching is almost done. 

 

Culvert has been ordered for Kennedy Mill Road.  Culvert will start to be installed starting September 22.  The cost sharing will be Town’s $74,125 and DOT’s $158,045.  Gullickson stated that the Board will get a construction loan for $200,000 and the expenses will be paid out of that and reimbursed by the DOT after completion.  The remaining construction loan will be amortized over a five year period.  Motion made by Stroebel/Mork to approve a construction loan for $200,000 from Bremer Bank.  Carried-unanimously.

 

Parking on 130th Street North of Cty Road C:  The Town will need to put up no parking signs on 130th Street indicating that violators will be towed if they park on either side of the street.

 

Review of Attorney’s Letters Regarding Noise Complaints from Miki Jo’s Mix Up:  Gullickson will call attorney to discuss his inquiry.

 

Discussion of Noise Ordinance:Matter is tabled for now.

 

Review of Operator’s Licenses:  Christina Dehart, Montana Bazille, Todd Cleveland, Chloe Johnson, Joshua Sicard, Dominick Truscott for Miki Jo’s Mix Up.  Motion made by Stroebel/Mork to approve the submitted operator’s license.  Carried-unanimously.

 

Hope Flake questioned why she was denied a operator’s license.  Board stated that she was denied that she had an OWI in 2019 and that she signed the application stating that she did not have any alcohol convictions.  The same issue is for Jay Fish who had an OWI in 2011 and also signed application stating to no alcohol convictions.  Luke Johnson’s application was denied to a gun violation and OWI in 2005 and also signed application stating to no alcohol or felonies.  Johnson stated the gun violation was dismissed/changed.  Board reviewed these three licenses applications.  Motion made by Gullickson/Stroebel to approve operator licenses for Hope Flake, Jay Fish, and Luke Johnson after they reapply.

 

Planning Committee Update:  Tabled to next month’s meeting.

 

Other Business That May Come Before the Board:  None.

 

Clerk’s Report:  Submitted and reviewed. 

 

Approval of Vouchers:  Submitted, signed and approved.  Motion made by Stroebel/Mork to approve submitted vouchers.  Carried-unanimously.

 

Treasurer’s Report:  Submitted and reviewed.

 

Approval of Monthly Board Minutes:  Motion made by Stroebel/Mork to approve the September 8, 2020, Board minutes as submitted.  Carried-unanimously.  

 

Adjourn:  Motion made by Mork/Stroebel to adjourn meeting, 8:08 pm.  Carried-unanimously.
