Garfield Town Board Meeting

August 11, 2020

 

Present:         Chairman:     Ed Gullickson          

                        Supervisor:    Don Mork

Meeting called to order by Chairman, Ed Gullickson, at 7:00 pm.

 

Public Comments:  None.

 

Road Updates – Kennedy Mill Culvert:  Scott Ward from B32 Engineering and Mark Knutson gave updates on the culvert for Kennedy Mill.

 

Blacktop Pricing for Repaired Area on 143rd Street:  Gullickson stated that the cost of the blacktop is approximately $11,000.  Motion made by Gullickson/Stroebel to approve to have the section of repair on 143rd Street blacktopped.  Carried-unanimously.

 

Drainage Issue on Sunrise Beach Drive:  Mark Knutson stated that a French drain was put in to correct the drainage issue.  Gullickson stated that there is another spot on Sunrise Beach Drive that could benefit from having a French drain installed there. 

 

Zoning Issues on 94th Avenue: Gullickson talked to relative of landowner, who will have further discussion to discuss waste control and land use during period of residential construction.

 

Noise Issues Generated at Miki Jo’s Mix Up, Review of Liquor License and State Statutes:  Sue Olson discussed problems with noise levels coming from Miki Jo’s Mix Up with regard to the music, fireworks, etc.  Olson also stated that the music was supposed to be occasional times and done by a reasonable time.  Dale Olson stated that the Board should come and listen to how load the noise is.  Liz Seiben rebutted to Olson’s comments.  Seiben stated she has an app that will shut the jukebox off and lock it so that it can’t go back on from any location.  Seiben stated she has video showing that the bands are shut down and packing up by 10:30 pm.  Seiben stated that she is having a band shelter built and planting trees to help with the sound.  Gullickson stated that jukebox seems to be an issue.  Gullickson asked about the bands and if there were at fights at the bar.  Seiben addressed the issues on about the bands and the fight.  Gullickson asked Seiben about underage drinking in the parking lot.  Seiben stated she makes them leave the property.  Stroebel asked “why are we here talking about it?”  Stroebel stated at a prior meeting the Seiben stated she was working the neighbors.    Duane Friese commented on the fireworks stating that they were done at a reasonable time.  Dale Olson stated he doesn’t understand why they have to have five piece bands.  Gullickson stated that the meeting regarding the license for Miki Jo’s Mix Ups, it was stated that they were going to have small two-three piece bands.  Olson said after the shelter is done, to have Seiben come and listen to adjust the noise.  Gullickson stated if these issues cannot be resolved the Board will have to look into a noise ordinance.

 

Tree Issue on Lone Pine Lane:  There is a large tree that is on Town’s property and leaning towards Dale Feyereisen’s house.  Feyereisen is willing to split the cost with the Town to have this tree removed.  Mark Knutson has some prices and will get one more.  Motion made by Stroebel/Mork to approve the 50/50 cost share of the tree removal not to exceed $1,895.  Carried-unanimously.

 

Planning Committee Update:  Committee Chairman Dave Nelson reported ongoing review of Town ordinances.

 

Other Business That May Come Before the Board:  None.

 

Clerk’s Report:  Submitted and reviewed. 

 

Approval of Vouchers:  Submitted, signed and approved.  Motion made by Stroebel/Mork to approve submitted vouchers.  Carried-unanimously.

 

Treasurer’s Report:  Submitted and reviewed.

 

Approval of Monthly Board Minutes:  Motion made by Stroebel/Mork to approve the August 11, 2020, Board minutes as submitted.  Carried-unanimously.  

 

Adjourn:  Motion made by Mork/Stroebel to adjourn meeting, 8:30 pm.  Carried-unanimously.
