Garfield Town Board Meeting

Meeting called to orderby Chairman, Ed Gullickson, at 7:00 pm.
Public Comments: None.
Mr. Luebker from Osceola School: Mr. Luebker stated that Osceola School District is having a non-recurring 4 yr referendum on the Spring Election ballot for approximately 1.5 million for the first year, 1.7 million for the second year, 2.3 million for the third year, 2.7 million for the 4th year to go towards school safety, class sizes, and salaries.
Road Maintenance: Board discussed the roads to be blacktopped this year and is considering delaying bids for blacktop till late Spring.
Blacktop patching, pot holes, will be started this week. Equipment is running good. Snowplowing has been going good.
5 Year Capital Equipment Plan: Gullickson presented the Board with loan balances and when they will be done. Discussion regarding upgrading the excavator. In 2021 looking at updating the tractor and mower or just the mower. In 2022 start looking at a second dump/plow truck. Gullickson stated he wants to keep this rotation going so it doesn’t increase the Town’s levy and keep the levy steady. Backhoe is going to need work done on it soon.
Roads Scheduled for Reconstruction in 2019: Some shouldering needs to be completed yet. Waiting on bids for blacktopping.
Tree Maintenance Issues in Garfield Park: Trees are not removed yet due to the weather. Mark Knutson will contact them. Dave Nelson stated that the storage shed at park may need to be replaced. Knutson stated that painting and staining needs to be done inside and outside of restrooms, signs, fencing. Amery clubs are having a cookout on June10. Tylees’ will be in charge of cleaning and mowing the park again this year.
Set Annual Meeting Date and Time: Third Tuesday in April for the annual meeting. Motion made by Mork/Stroebel to set the annual meeting date for Tuesday, April 16, 2019, at 7:00pm. Carried-unanimously.
Clerk’s Report: Submitted and reviewed.
Approval of Vouchers: Submitted, signed and approved. Motion made by Stroebel/Mork to approve submitted vouchers. Carried-unanimously.
Treasurer’s Report: Submitted and reviewed.
Approval of Monthly Board Minutes: Motion made by Mork/Stroebel to approve the March 18, 2019, Board minutes as submitted. Carried-unanimously.
Adjourn: Motion made by Mork/Stroebel to adjourn meeting, 7:56 pm. Carried-unanimously.
