Budget Meeting called to orderby Chairman, Ed Gullickson, at 7:00 pm.
Gullickson explained the draft budget for 2019.
Motion made by Dave Nelson/Vi Nelson to approve the 2019 Budget. Carried-unanimously.
Adjourn: Motion made by Dan Gullickson/Dave Nelson to adjourn Budget meeting at 7:24 pm. Carried-unanimously.
Levy Meeting called to order:
Gullickson reviewed the new budget of $708,363 with a levy amount of $496,429.
Motion made by Dave Nelson/Mark Knutson to approve the levy amount of $496,429. Carried-unanimously.
Adjourn: Motion made by Mark Knutson/Dave Nelson to adjourn Levy meeting at 7:28 pm. Carried-unanimously.

Public Comments: None.
Board Approval of 2019 Budget & Levy: Park loan monthly payments were rounded up slightly and decreased the length of the loan by approximately 2 years. Gullickson asked the board about increasing the monthly loan payment to reduce the length of the loan to five years. That would increase the levy from $496,429 to $502,429. Motion made by Stroebel/Mork to increase the levy to $502,429. Carried-unanimously. Motion made by Gullickson/Stroebel to approve the 2019 budget change of $708,363 to $714,363. Carried-unanimously.
Renewal of Park Loan: Gullickson will call Bremer Bank to renew loan. Motion made by Stroebel/Mork to approve the renewal of the park loan at 4.5% for five years. Carried-unanimously.
Gayle Zahnow Animal Damage: Gullickson stated that the County doesn’t have the money to pay the animal claim. Dog owner is not willing to pay the claim. Stroebel asked about whether the dog owner can still keep the dogs. Mork asked what the County does with the dog license money. Gullickson will tell Zahnow to put a claim into insurance.
Other Business That May Come Before the Board: Mark Knutson commented on 138thStreet about the condition of the road with an option that if the Town improved the road to the width of 22’ wide to keep it at 20’ with a speed limit of 35 mph. Residents on that road would not change and are in agreement with the proposal. The west corner of intersection will be improved to have a better line of sight.
Gullickson stated he has been in contact with Luedtke Logging about clearing the trees that are in the right of way on Sunrise Beach.
Kennedy Mill culverts have been replaced and is almost ready for blacktopping next year, along with a portion of 85thStreet and 138thStreet.
Jason Kjeseth stated that he has received the public documents that he requested and has talked with the Town’s attorney. Gullickson stated that Kjeseth will have to pay the impact fee and that he would have a certain amount of time to pay without a fee. Kjeseth requested specific detail of the capital expenditures related to his assessed fee. Gullickson stated that the Town’s attorney will send them a letter stating such information in regard to the impact fee that is due and the public needs assessment.

Approval of Vouchers: Submitted, signed and approved. Motion made by Stroebel/Gullickson to approve submitted vouchers. Carried-unanimously.
Treasurer’s Report: Submitted and reviewed.
Approval of Monthly Board Minutes: Motion made by Stroebel/Mork to approve the November 13, 2018, Budget/Levy and Board minutes as submitted. Carried-unanimously.
Adjourn: Motion made by Mork/Gullickson to adjourn meeting, 8:12 pm. Carried-unanimously.
