Garfield Town Board Meeting

Meeting called to orderby Chairman, Ed Gullickson, at 7:07 pm.
Public Comments: Wanderoos Area Community Club requested to Adopt A Highway from Highway 65 to 140th (70th Avenue). Board has agreed to this request.
Road Maintenance/Maintenance Building Updates: Maintenance building is coming along—roof is up and steel on, siding is on, floor is prepped for concrete, exterior and garage doors are ordered and is coming along nicely.
Chip sealing is set up for 4.2 miles. Spray patching will be done first. Mowing will be started shortly.
Road Maintenance/Park Employment: Board hired Dave Campbell from part-time to full-time. Insurance cost is an issue. Board has considered letting the employees decide on the plan that they want and the Board will contribute $600 per month towards insurance.
Motion made by Gullickson/Stroebel to pay $600/month to Dave Campbell and Mark Knutson for insurance starting June 1, 2016. Carried-unanimously.
Discussion of Changes to Existing Ordinances and Purposed Amendments to Ordinances: Stroebel talked about the different Ordinances and gave recommendations. Stroebel will forward the appropriate Ordinances that need to be updated on the website to the Clerk and Treasurer. Technical changes were recommended by Stevens Engineering.
Motion made by Stroebel/Mork to approve the amendments to the Ordinances – Resolution 2-2013 items 5, 6, and 11; Land Use, Driveway, & Building Permits items 7 and 8; Zoning Ordinance item 12; and Town Subdivision and Platting Ordinance item 14. Carried-unanimously.
Reminder of Open Book/Board of Review: Open Book is from 3p-5p and Board of Review is from 5p-7p on Thursday, June 2, 2016.
Liquor/Beer License Fees: Currently at $400 for Class B liquor and $50 for Class B beer and $50 for Class A beer fees.
Motion made by Gullickson/Mork to increase the fees for Class B liquor to $500 and Class B beer to $100 and Class A beer. Carried-unanimously.
Justin Stalheim’s Request for a Variance: Gullickson talked to Stalheim about the request for additional square footage for a pole shed that exceeds the Ordinance. Board will have Planning Committee to have the table in Zoning Ordinance revised.
Motion made by Gullickson/Stroebel to approve the building permit for a pole shed that is 40x72. Carried-unanimously.
1827 93rd Avenue Residence Issues: Gullickson stated he has talked to the owner and requested that the owner respond by May 15 with a plan of action.
Clerk’s Report: Submitted and reviewed.
Approval of Vouchers: Submitted, signed and approved. Motion made by Stroebel/ Gullickson to approve submitted vouchers. Carried-unanimously.
Treasurer’s Report: Submitted and reviewed.
Approval of Monthly Board Minutes: Motion made by Stroebel/Mork to approve the May 10, 2016, Board minutes as submitted. Carried-unanimously.
Adjourn: Motion made by Mork/Stroebel to adjourn meeting, 8:27 pm. Carried-unanimously.
