Garfield Town Board Meeting

July 12, 2016

Meeting called to orderby Chairman, Ed Gullickson, at 7:00 pm.

 

Public Comments:  None.

 

Wapogasset Condo Information – Discussion:  Permits are required for decks, additions, structural changes.  Permits are not required for electrical or sewer hook-ups or disconnects.  Permits are not required for moving a trailer in or out that is less than 400 square feet, anything larger needs a permit and needs to inspected.  Wapo Valley Condo Association is registered with the State of Wisconsin as an RV Park.

 

Road Maintenance:  Knutson and Campbell have done more patching of roads.  They have also worked on the ditches/shoulders on 150th Street.  Fog sealing will be done in August or September on the recently chip sealed roads.  Kennedy Mill will be having work done.  Dave Nelson stated that the right of way needs to be cleared on Sunrise Rise Beach road, Knutson stated they would check into spraying weeds to be able to see down the road at the stop sign.  Gullickson stated that the State will be working on the intersection of Highway 65 and Kennedy Mill in 2017, and Gullickson stated that the Town will need to carry over money from this year to grind and blacktop approximately one mile of Kennedy Mill Avenue and approximately one mile of Big Lake Drive in 2017.

 

Maintenance Garage:  The State informed Gullickson that the Town has to pay the prevailing wage which will increase the construction cost approximately $60,000.  Gullickson talked with Bremer Bank to adjust the loan amount.

 

Motion made by Gullickson/Mork to increase construction loan approximately $60,000-$70,000 to cover the additional costs on the maintenance building.  Carried-unanimously. 

 

Electrical and plumbing is being installed.

 

Park:  The overflow parking needs stripping.  Gullickson will get a hold of Farhner to have that completed.  Garbage cans need to emptied more often, especially on the weekends and mowing to be done closer to the weekend.

 

Tri-Grant 2012 Update:  Gullickson stated that the Town is tentatively approved for $16,452.  We have been approved for a grant in 2017 for approximately $15,845.

 

Dale Colby Property on Wanderoos Road:  Board stated that Colby can be issued a driveway permit.  No building permits will be issued until a sanitary permit is approved by County.  Town will not allow any holding tanks.

 

Swearing In of Fire Chief:  Mark Knutson stated oath to uphold Constitution of the State of Wisconsin as the Elected Fire Chief for Dresser, Osceola, Garfield Fire Association.

 

Motion made by Gullickson/Mork to approve Mark Knutson as the Dresser, Osceola, Garfield Fire Association Elected Fire Chief.  Carried-unanimously.

 

Clerk’s Report:  Submitted and reviewed. 

 

Approval of Vouchers:  Submitted, signed and approved.  Motion made by Mork/Gullickson to approve submitted vouchers.  Carried-unanimously.

 

Treasurer’s Report:  Submitted and reviewed.

 

Approval of Monthly Board Minutes:  Motion made by Gullickson/Mork to approve the July 12, 2016, Board minutes as submitted.  Carried-unanimously.  

 

Adjourn:  Motion made by Mork/Gullickson to adjourn meeting, 8:13 pm.  Carried-unanimously.
