Garfield Town Board Meeting & Budget Meeting

November 10, 2015

 

Present:         Chairman:     Ed Gullickson

Budget Meeting called to orderby Chairman, Ed Gullickson, at 7:00 pm.

 

Gullickson explained the draft budget for 2016.  Gullickson requested a change on clerk’s salary from 13,500 to 14,500 annually and to amend the levy.

 

Motion made by George Stroebel/Dave Nelson to approve $1,000 increase to clerk’s salary.  Carried-unanimously.

 

Motion made by Dave Nelson/Vi Nelson to approve the 2016 Budget.  Carried-unanimously.

 

Adjourn:  Motion made by Dave Nelson/Don Mork to adjourn Budget meeting at 7:25 pm.  Carried-unanimously.

 

Levy Meeting called to order:

 

Gullickson stated the new budget of $670,192 with a levy amount of $475,802.

 

Motion made by Dave Nelson/Don Mork to approve the levy amount of $475,802.  Carried-unanimously.

 

Meeting called to orderby Chairman, Ed Gullickson, 7:28 pm.

 

Public Comments:  A concerned citizen stated his opinions regarding the resident on 93rd Avenue who has customers and trailers parking on the road and the residents’ items in the yard.  Gullickson stated that the Board will look at the property to verify conformity with Town ordinance and will talk with the residents about the items and parking.

 

Road Maintenance – Tri-Grant:  138th and 120th have been blacktopped.  120th will be shoulder shortly.  Mowing is just about done with second pass.  Potholes are patched.  Gullickson stated he applied for the Tri-Grant with an amount of approximately $12,000 and will hear after early December if it has been approved.

 

Docks at park will be pulled out next week and bathrooms winterized.

 

Maintenance Garage & Construction Loan Activation:  Ground work is in progress.  Footings, plumbing and electrical are in.  Footings are back filled.  Heating cables for the in-floor heat will be installed on Friday.  Inside floor will be poured sometime next week.  Walls are going to built on the ground and installed after the flooring is done.  Siding color has been picked out and will be a two tone brown.

 

1547 85th Avenue Residence Issues:  The house is being cleaned/gutted out and cleaned up on the outside.  New owner is following conditions set by Polk County Health Department.

 

Preliminary Review of Animal Husbandry Ordinance:  The Planning Committee has decided to opt out of this ordinance because it relieves the Town of permitting and enforcement requirements and existing residents have no issues regarding this.  Any large equipment that comes in or goes through the Town have to use or cross roads that have more restrictions requiring conformity with State requirements.  Motion made by George Stroebel/Gullickson to select Option B of the Animal Husbandry Ordinance.  Carried-unanimously.

 

Gullickson received a letter from Stevens Engineering regarding the Town’s needs assessment for the Impact Fee Ordinance.  Stevens will do a general revision of the ordinance in the spring.

 

Clerk’s Report:  Submitted and reviewed. 

 

Approval of Vouchers:  Submitted, signed and approved.  Motion made by Stroebel/Mork to approve submitted vouchers.  Carried-unanimously.

 

Treasurer’s Report:  Submitted and reviewed.

 

Approval of Monthly Board Minutes:  Motion made by Stroebel/Mork to approve the November 10, 2015, Board minutes as submitted.  Carried-unanimously.  

 

Adjourn:  Motion made by Gullickson/Mork to adjourn meeting, 8:20 pm.  Carried-unanimously.
