Garfield Town Board Meeting
June 10, 2014

Meeting called to orderby Chairman, Ed Gullickson, at 7:00 pm.
Public Comments: None.
Road Maintenance: Terry Johnson of 989 Lone Pine Court inquired about a fire number. Mark Knutson stated that he has the fire number and will install it.
Lone Pine Lane – Monarch blacktopping stated to Gullickson that they would not be available to do road till July.
Ditch mowing will be started in a couple of weeks. M Knutson stated that there are a couple of culverts that need to be replaced. M Knutson also stated that spray patching and chip sealing needs to be done.
Review Cost Estimates for Black Topping: Gullickson and M Knutson discussed the various costs from suppliers (Fahrner, Monarch-Greg Montgomery). Montgomery joined discussion on blacktopping. Monarch blacktopping prices for Lone Pine Lane is $26,020; Lone Pine Court is $23,905; and 130th Street is $49,205 – prices do not include the hammer-head on Lone Pine Court and the hammer-head on Lone Pine Lane.
Motion made by Mork/Streobel to approve the blacktopping prices above on said roads from Monarch with their scheduling. Carried-unanimously.
Motion made by Stroebel/Mork to seek bids on 1-1/4” gravel base with Garfield hauling. Carried-unanimously.
Liquor License Approval: Stroebel reviewed operator licenses that were submitted and that had a CIB record. The applicants with a CIB history regarding alcohol and/or felony were denied and all the rest were approved.
Motion made by Gullickson/Mork to approve the liquor licenses for Waterside, UW Wanderoos, Miki Jo’s and beer license for Wanderoos Lions Club. Carried-unanimously.
Park – Work That Needs To Be Done: Winter wheat/rye around the new parking needs to cut.
Gullickson will place ad for summer help at the park.
Joe Ziglinski and the Board discussed issues regarding the warning system siren in the park and its placement. Motion made by Mork/Stroebel to locate siren north of the boat launch. Carried-unanimously.
Dave Nelson stated that Joel Germain will start the shelters shortly. Nelson also submitted a list of items that the Park Committee states that needs to be done. Nelson will meet with Robert Turek-Shay to go over items that will be covered by the donation made by the Turek Family.
Animal Control Officer: Dan Hooverman will be stepping down as Animal Control Officer in September. Neighboring towns still want to share the Animal Control Officer.
Proposed Turn Around on Lone Pine Lane: Hammer-head on Lone Pine Court needs to be approved by adjoining land owner, Alt. M Knutson will schedule a meeting with Alt. Regarding Lone Pine Lane, M Knutson wants to avoid the power pole on Monette property when constructing the hammer-head.
Motion made by Gullickson/Mork to approve the easement for the hammer-head on Monette property. Carried-unanimously.
Land Purchase for Maintenance Garage - Discussion: Gullickson will have a land purchase agreement by next Board meeting.

Approval of Vouchers: Submitted, signed and approved. Motion made by Stroebel/Mork to approve submitted vouchers. Carried-unanimously.
Treasurer’s Report: Submitted and reviewed.
Approval of Board Minutes: Motion made by Stroebel/Mork to approve the June 10, 2014, Board minutes as submitted. Carried-unanimously.
