Garfield Town Board Meeting
August 13, 2013

Meeting called to orderby Chairman, Ed Gullickson, at 7:03 pm.
Public Comments: Paul Shafer with the Amery Economic Development, talked about the goals for the next year and an update from last year.
Financing for New 1 Ton Utility Truck: Johnson Motors did not secure financing on the new truck for the Town. Gullickson suggested that the Town go to Bremer for financing. When the old truck is sold, that money will go against the new loan to help pay it down.
Mark Knutson will check on prices of selling the old truck with box sandblasted and repainted and without for submittal to the Board.
Motion made by Mork/Stroebel to approve securing financing for the new truck thru Bremer bank in the amount of $52,340.00. Carried-unanimously.
Approval of Home Base and Don Baker Surveys:Carl Hetfeld from Ayres Associates presented information regarding Baker acreage.
Motion made by Stroebel/Mork to approve the subdivision of CSM Section4 of Dan Baker owner. Carried-unanimously.
Carl Hetfeld submitted information in regard to the change of zoning for Home Base.
Motion made by Stroebel/Mork to approve Resolution No. 3-2013 Resolution Adopting Zoning Map Amendment for Duane and Barbara Friese. Carried-unanimously.
Road Maintenance: Garfield Recreation Park parking lot, Mark Knutson submitted information on changing parking lot that is for the Recreation on 120thAvenue. Dave Nelson stated there maybe grant money available. Scott Ward will make a proposed plan of the driveway/parking lot for the Recreation Area for submittal for a grant and present it to the County.
Road patching and ditch mowing will be started in the next few weeks.
Housing of Town Equipment: Tabled till next month.
Park – Parking Lot Completion/Sunrise Beach Boat Landing - Discussion:
Wapogasset Lake (Garfield) Park new parking lot is done: trucks with boat trailers are not parking properly and Mark Knutson suggested putting in a two foot rock wall to help guide the direction of flow for the trucks.
There has been a request for recycling bins for Garfield Park.
Sunrise Beach Boat Landing: Scott Ward will contact the DNR stating that we want to do something with it.
Driveway Issue on Lone Pine Lane: Issue on Lone Pine Lane in which a driveway interferes with erosion flow and runs into the lake. Owner, Ted Cook, is responsible for making sure the erosion flows properly. Town will send letter to Cook regarding such.
Joe Ziglinski of the Wapogasset Lake Association inquired about the parking lot of Waterside Bar. Ziglinski has talked to Ray and Pam Johnson regarding the parking lot and the cost of updating the parking lot.
Clerk’s Report: Submitted and reviewed.
Approval of Vouchers: Submitted, signed and approved. Motion made by Stroeble/Mork to approve submitted vouchers. Carried-unanimously.
Treasurer’s Report: Submitted and reviewed.
Approval of Board Minutes: Motion made by Stroebel/Mork to approve the August 13, 2013, Board minutes as submitted. Carried-unanimously.
Adjourn: Motion made by Mork/Stroebel to adjourn meeting, 8:47 pm. Carried-unanimously.
