Garfield Town Board – Annual Meeting                                     

April 16, 2013

Present:         Chairman:     Ed Gullickson

Residents/Citizens:  11

Meeting called to orderby Chairman, Ed Gullickson, at 7:00 pm.

Minutes of last annual meeting:  Motion made by Dave Nelson/Ron Elmer to approve annual town minutes as submitted.  Carried-unanimously.

Annual Statement:  2012 Annual Statement (attached) was explained by Gullickson and discussed.  

No questions or comments. 

Motion made by Dave Nelson/Orval Johnson to approve the 2012 Annual Statement as submitted.  Carried-unanimously.

Gopher Bounty: Some surrounding Towns stayed at $3 for gopher tails per Gullickson.  Orval Johnson stated that in all fairness the Town should increase the bounty.

Motion made by Orval Johnson/Lee Boettcher to raise gopher bounty to $3.00 per tail, no bounty on stripe gopher tails.  Carried-unanimously.

Road Work:  Kennedy Mill Avenue and 120thAvenue from Y to 85thStreet will be reconstructed next year.  Lone Pine Lane and 130thStreet from County Road C to Lone Pine Lane will also be reconstructed and ditches will be done this year.

138th Street, 65thAvenue, and 170thStreet were blacktopped this year.

Carolyn Lumsden requested speed signs on her road (170thand North Bear Lake Lane).  Gullickson stated that the County/State will not enforce it.  Gullickson stated that he will talk to the law enforcement again about it.  Gullickson stated that the Town will put out a counter from the County. 

Park:  Gullickson stated the attendance is still up.  Dave and Vi Nelson and the Amery Lions Club have contributed to the park for additional playground equipment.  Norman and Marilyn Osero contributed to the steps that are going down to the river side shelter. 

Amery Ambulance:  The Town signed an $80,000 bond note for the new ambulance for the Municipal Ambulance Service.  Municipal Ambulance Service is responsible for making the payments on the bond.

DOG Fire Association:   Gullickson stated that Alden will be joining the DOG Fire Association. This is going to be done over a period of 5-7 years.  The Fire Association has an additional five square miles of Alden at the present time. Eventually the Fire Association will have a third station which will be located in Alden.

Mark Knutson, assistant fire chief, submitted information on the amount runs for 2011 between the two departments (Wanderoos and Dresser).  Total runs were 244 (91 fire runs, 153 medical runs).  Knutson reminded residents to follow the procedures in order to burn.  Burning permits are perpetual but would like to remind residents again to follow the procedures.  The Fire Department is always looking for new volunteers.

Ron Elmer stated that Garfield is having their Mother’s Day pancake breakfast again this year.  Dresser is holding a spaghetti dinner again this year. 

General:  Gullickson stated that the Town has never been in better shape and that the roads are being well maintained and wanted to thank all the residents of the Town their cooperation of reconstruction of roads.
