Garfield Board of Review Hearing                                   

June 7, 2012

Meeting called to orderby Chairman, Ed Gullickson, at 5:07 pm.

Motion made by Gullickson/Mork to appoint Corey Ulrich as an alternate supervisor for the Board of Review.

Motion made by Mork to nominate Gullickson as Chairman.  Seconded by Ulrich.  Carried-unanimously.

Motion made by Gullickson to nominate Mork as Vice Chairman.  Seconded by Ulrich.  Carried-unanimously.

Greg LaFond from Bowmar Appraisal was sworn in by Clerk.  LaFond stated the rules that they have to follow for assessments and the procedures of the Board of Review.

Mary Hazzard:  Sworn in by Clerk.  Hazzard handed out a report done by Susan Anfinson, real estate agent, on her parcel, and a list of comparables.  Hazzard paid $9,000 for parcel in 1999.  Parcel is approximately 1.25 acres.  There is no driveway, no electric, no septic, no wet land—just vacant land.  LaFond stated the history of assessment on parcel.  LaFond also stated that he did not know the parcel comparables that Hazzard submitted.  Gullickson asked Hazzard to see the plat once again.  Hazzard’s brother, Joel, owns lots 1-4 each valued at $39,400.  Hazzard is looking at a value of $15,000.  Hazzard stated that she purchased the land as a tree farm.  LaFond stated that Hazzard should combine this parcel to her parcel with the house and that the tax would then go down.  Gullickson stated that he did not know the comparable parcels and could not do anything with them.  Gullickson asked Hazzard what she would sell the lot for if she was to sell.  Hazzard stated she has not thought about it and didn’t have a figure.  Gullickson said that an appraisal would be the best route.

House, Mary Hazzard:  Hazzard submitted an appraisal of residence to Board.  Hazzard also submitted photographs of property and neighbors.  LaFond stated that the appraisal came back as $385,000 for residence and that the current assessed value is $529,300.  LaFond stated that the Town is at 110%   house is graded at an A+ and is at the top of the grading scale.  One of the comparables is at a C+ home and sold for $354,000.  LaFond submitted a Parcel Adjustment Worksheet with five comparables showing that the values were adjusted to match Hazzard’s.  Hazzard asked how homes are graded.  LaFond/Gullickson acknowledge that that is set by the State.  Appraisal was done by Michael Annunziata of Lake Country Appraisals.  Gullickson asked Hazzard what she would sell her house for.  Hazzard could not comment on question but stated that she would take $385,000 if she had to sell her house.  Gullickson stated that the Board needs to consider and evaluate the information submitted.

Board reconvened and upon further consideration the Board has decided to make a decision during the Board of Review today.  Motion made by Ulrich to follow the advice of the LaFond to uphold the assessed value of $529,300.  Seconded by Gullickson.  Carried-unanimously.

Board reconvened regarding the outlot of Hazzard.  LaFond stated that the Board should uphold the assessed value and to wait to see what the other adjacent parcels that will be listed for sale and sell for.  Motion made by Mork/Ulrich to follow LaFond’s advice to uphold the assessed value of $41,300.

Robert Hadley and Dorothy Turner:  Sworn in by Clerk.  Parcel is off of Highway 65 next to Darrell Kittleson.  Hadley stated that Melissa Jones came by his home last year and gave him an estimate of the value of home.  $189,000 was the value on a certified appraisal in January 2012.  Estimated fair value is at $267,900.  Gullickson looked over appraisal.  LaFond stated the history of parcel.  LaFond went over the appraisal’s adjustments worksheet and pointed out the differences where they are not comparable and also stated that the comparables were not within the Town.  Land assessed value is high.  It is currently assessed at $267,900.  LaFond suggested a reduction of land from $63,800 to $30,000 giving a new total assessed value of $234,100.  House is graded at a C+.  Gullickson stated that he would agree with the adjustment of value to $234,000.  Hadley inquired why now and not before.  LaFond stated how the State deals with the assessments and values and when the Town has to adjust according to the State.  LaFond stated that he was within the statutory bounds.

Gullickson made motion to accept LaFond of Bowmar Appraisal’s suggestion to lower the assessed value to $234,100.  Mork seconded.  Carried-unanimously.

David Mueller:  LaFond met with Mueller briefly.  LaFond stated that the property is 46% completed.  Mueller stated that the building will be completed this year.  LaFond told Mueller that if the house is not completed that he would need to get a new building permit.  The current assessed value is $67,300.  Motion made by Mork to keep the assessed value at $67,300.  Seconded by Gullickson.  Carried-unanimously.

2012 Assessment Roll:  Motion made by Ulrich/Mork to accept the 2012 Assessment Roll.  Carried-unanimously.

Approval of Board Minutes:  Motion made by Gullickson/Mork to approve the 2012 Board of Review minutes as submitted.  Carried-unanimously.  

Adjourn:  Motion made by Mork/Ulrich to adjourn meeting, 7:15 pm.  Carried-unanimously.
