Garfield Town Board Meeting
August 14, 2012

Meeting called to orderby Chairman, Ed Gullickson, at 7:06 pm.
Public Comments: None.
Road Construction: Fog sealing will be done on 70thAvenue in September. 65thAvenue and 138thStreet will be grounded on or around August 23-24 and gravel will also be laid down. 110thAvenue has things in the ditch that needs to be removed. Ditches are being moved. Mack truck needs new tires, Mark Knutson will get prices.
Town Hall Open House & 126thAnniversary on August 18 from 1p-5p: Pictures/displays were done by Stevens Engineers, Gullickson made frames, and will be hung for Open House. Refreshments will be served on Saturday. Sign is being made to be hung outside on the building.
Bartender License for Sara Anderson: Background check was done. Bartender License for Sara Anderson is approved.
Water Testing Guidelines: First 100 will be free, County will send out a person to take sample and send sample in. Residents, County, and Town will get a copy of the results. Stroebel will take care of water testing guidelines.
Dog License Process: The WI Towns Association stated that the County must pay out animal complaints/damages first and then the balance can go to the Humane Society, per State law. Town is considering increasing the cost of dog tags to help cover the cost of the Humane Animal Control Officer. Renters will have to be notified somehow about the law to have their dogs licensed. Clerk and Treasurer will draft a notice to go in with tax statements and will bring to next meeting.
Town of Alden Invoice: Invoice was approved and can be sent out for Town of Alden for the use of equipment used on their roads.
Sale of Wood Chipper and Purchase of Stump Grinder: The Town’s wood chipper was sold to the Town of St. Croix Falls for the sum of $9,500. The proceeds will be used to purchase a stump grinder and a thumb for the excavator. Mark Knutson submitted information on some different types of stump grinders and thumbs.
Motion made by Gullickson/Stroebel to let Mark Knutson purchase a stump grinder and thumb of choice within the $9,500 proceeds. Carried-unanimously.
Clerk’s Report: Submitted and reviewed.
Approval of Vouchers: Submitted, signed and approved. Motion made by Stroebel/Gullickson to approve submitted vouchers. Carried-unanimously.
Treasurer’s Report: Submitted and reviewed.
Approval of Board Minutes: Motion made by Stroebel/Gullickson to approve the August 14 Board minutes as submitted. Carried-unanimously.
Adjourn: Motion made by Stroebel/Gullickson to adjourn meeting, 8:07 pm. Carried-unanimously.
