Garfield Town Board Meeting
April 13, 2010

Meeting called to order by Chairman, Ed Gullickson, at 7:07 pm.
Minutes of last meeting: Motion made by Stroebel/Mork to approve Board minutes as
submitted. Carried-unanimously.
Public Comments: Park Committee would like to send a letter to Lincoln, Alden, Black Brook,
and the City of Amery to see if they would like to contribute towards the park for playground
equipment. Motion made by Mork/Gullickson to approve said letter. Carried-unanimously.
Road Work Update: Kennedy Mill Road from Hwy 65 to 155th Street to be crushed,
pulverized, repacked and blacktopped. 140th Street discussion.
Annual Meeting – April 17th: Discussion.
Building Inspection Ordinance: Discussion. Stevens Engineers will review ordinance and
will inform Town of necessary changes.
Road, Driveway, Erosion Control & Storm Water Management Ordinance #1-2010:
Final ordinance was submitted by Stevens Engineers. Ordinance will be signed and filed with
the Town. Notification will be published in the Amery Free Press and posted on the Town’s
web site.
Clean Up/Collection Day: Discussion. Waterman Sanitation did not have dumpsters
available for the 17th. Dates that were available were May 1 or the end of May. Lloyd Pilgrim,
LAD Auto Crushing, offered to put a scrap metal bin out and stated that he is cheaper on some
items than what Waterman has supplied. Motion made by Gullickson/Stroebel to change
clean up date to May 1 and to go with LAD Auto Crushing to provide service. Carriedunanimously.
Planning Commission Ordinance #1-2004 – Review Revisions: Revision to Sections 4 and
6. Motion made by Gullickson/Mork to approve revisions. Carried-unanimously.
Planning Committee – Request to hold meeting with residents on Zoning Ordinance:
Discussion.
Presentation by ATV Club Formed in Garfield: Brock Olson, president of the Garfield
Wheelers, spoke of the persons appointed to the board. Olson explained what the purpose of
the club is. Mork explained that the club has people throughout the Town that will be watching
the trails and they will handle the complaints. The clubs’ membership monies will go towards
signage. Olson will work with the Town’s maintenance person on placement of signs.
Moersfelder asked if ATV drivers have to have a driver’s license. Gullickson stated that they
must have a driver’s license as per the ordinance/State Statutes. State and County roads can
only be crossed perpendicularly. Olson presented a map detailing the routes and a final map
will be handed to the Board. Maps will be posted on the trails.
Review of ATV Ordinance: Preliminary ordinance changes were 25 mph to 35 mph and on
all Town roads unless otherwise posted. Ordinance is similar to Lincoln. Gullickson wants
ordinance to be looked at by a lawyer. The proposed ordinance will require a hearing.
Motion made by Gullickson/Mork to hold the hearing on the proposed ordinance on May 11,
2010, at 7:00 pm. Carried-unanimously.
Notice will be published in Amery Free Press, posted on Town’s web site, and at posting
locations. Tim Moore and Rural Insurance will be asked to join Town meeting.
Request by Spencer Hammer for Request for Easement: Hammer declined request for
easement. No action taken.
Statement of Accounts: Profit & Loss statement was submitted. Motion made by
Stroebel/Mork to approve Profit & Loss statement. Carried-unanimously.
Approval of Vouchers: Submitted, signed and approved. Motion made by Gullickson/Mork
to approve submitted vouchers. Carried-unanimously.
Treasurer’s report: Submitted. Motion made by Stroebel/Mork to approve treasurer’s report.
Carried-unanimously.
Adjourn: Motion made by Stroebel/Mork to adjourn meeting, 8:55 pm. Carried-unanimously.
