Town of Garfield Plan Commission

Meeting Minutes

August 9, 2012

Meeting called to order at 7:05pm

In attendance: Orval Johnson, Chairman; Mark Kopp, Member; George Stroebel, Member; Natalie Trudeau,

Member; Corey Ulrich, Member; Nolan Wall, Planner with Stevens Engineering

Absent: Barry Eklund, Member; Darrell Emerson, Member

No Public Comment

Review Old Town Ordinances:

? Motion to repeal two undated ordinances dealing with building permits due to them being unnecessary

and redundant with the adoption of the current Building Permit Ordinance 4-2004 (Stroebel/Kopp).

Unanimously carried.

? Mobile Home Ordinance that was approved by Referendum vote at Annual Town Meeting April 2, 1974

will be retained as it serves as a reference and is in agreement with our current ordinance.

? Ordinance Prohibiting Dumping and Storage of Deleterious Materials: Orval will discuss this with Ed

Gullickson.

? Motion to repeal Administrative Building Permit Issuance Authority Ordinance adopted in 1997 as it is

inconsistent with our current Building Permit Ordinance 4-2004 (Kopp/Johnson). Unanimously carried.

? Motion to repeal the undated Ordinance Regulating Landfills because landfills are not allowed by

current Zoning Ordinance and any landfill is regulated by the DNR (Stroebel/Ulrich). Unanimously

carried.

? Nolan will incorporate Road Damage Deposit Ordinance 5-2004 into current Ordinance 1-2010 for our

review.

Farmland Preservation Plan: Orval provided an update of the plan development process that members of

Garfield Plan Commission have been working on with Polk County.

Review 2010 Census Data: Discussion.

Review Comprehensive Plan Implementation Matrix: Discussion.

Review Information Regarding Frac Sand Mining: Discussion.

2011 Wisconsin Act 170 Non-conforming Structures: Review of proposed changes to the Zoning Ordinance

regarding the passage of Act 170 which no longer allows regulation of repair, maintenance, renovation, and

remodeling of non-conforming structures based on cost or assessed value.

PSC 128 (Wind Energy Licensing): PSC 128 became enacted in March 2012. Some portions regarding setbacks

contained within our Wind Energy System Licensing Ordinance are not in compliance with the State’s regulation

and must be reviewed to meet the requirements.

Next Plan Commission Meeting: Thursday, September 13 at 7pm.

Minutes were read and approved (Stroebel/Johnson).

Meeting adjourned at 8:46pm.
