Town of Garfield Plan Commission Secretary’s Minutes Meeting
of 11/12/09
Meeting was called to order at 7:05 p.m.
In attendance: Orval Johnson, Chairman; Gordon Lindahl, Member; Mark Kopp,
Member; Sylvan Erickson, Secretary; Nolan Wall, Planner from Stevens Engineers.
Absent: George Stroebel, Member; Marilyn Buckingham, Member; Ed Moersfelder,
Member.
Mark Kopp expressed his concerns about the amount the proposed impact fees.
A motion was made to recommend the approval of the proposed Public Facilities Needs
Assessment – Impact Fees. [Mark / Gordan] Motion passed.
A motion was made to recommend the Town Board impose an impact fee of less than the
maximum allowable fee as contained in the Public Facilities Needs Assessment.
[Mark/Gordan] Motion passed.
A motion was made to recommend the Town Board approve the draft Property
Maintenance Ordinance. [Orval / Gordan] Motion passed.
We discussed which zoning districts we want to incorporate in Garfield’s zoning
ordinance.
Nolan provided a revised Road, Driveway, Erosion Control & Stormwater Ordinance for
us to review for the next meeting. It incorporates some changes recommended by the
Town Attorney.
