Call to Order
Present: Orval Johnson, Chair; Gordon Lindahl, Mark Knutson, Marilyn
Buckingham, Town Board Representative.
Absent: Sylvan Erickson, Secretary
Minutes February minutes were not available for reading or approval.
Buckingham volunteered to act as secretary for the meeting
Public Comments – None
Ed Flatum, LOC Surveying
Requesting the creation of a new Lot 2 in Dan Gullickson property on Highway
65. Property will share drive with Lot 1. According to Ed Gullickson, there are
no affected neighbors.
Motion by Knutson/Lindahl to give concept and preliminary approval. Motion
carried.
Motion by Lindahl/Johnson to recommend the town board approve this land
division creating new lot 2 in Sec. 21. Motion carried.
Chairman will forward a copy of the plan to Scott Ward for review
Suzanne Peeples, Stevens Engineers
Ms Peeples explained the changes the attorney had recommended in the Impact
Fee Ordinance before the hearing. The ordinance was passed at the Town Board
Meeting on February 19, 2007.
The Public Participation Plan for developing our Comprehensive Plan will be
presented to the Town Board at their March 19 meeting.
A kick-off for the Plan will be at the next Plan Commission, April 12, 2007.
Two open houses will be held later when land use elements will be introduced.
Buckingham provided a list of newspapers and radio stations which might be used
for publicity. Peeples will send press releases, Buckingham will send public
service announcements to two radio stations.
Members discussed using a survey within the comprehensive planning process,
motion by Buckingham/Johnson to direct Peeples to develop a proposal for a
survey for the town board’s consideration. A survey was not included in the plan
adopted by the town board.
County Strategic Planning Forum
Buckingham reported attending the recent forum held in Amery where
approximately 40 citizens made recommendations: more green spaces, more

economic development, more jobs close to home to keep young people here, a
study committee to recommend methods of improving county government, and
many more. Comments will be summarized and considered in the strategic
planning process underway.
Report on Preserving Farm Land Seminar
Orval Johnson attended this seminar. He was impressed with the option of
Transfer of Development Rights. Peeples stated that we would be hearing more
about this within comprehensive planning. Gloria Warnbrockk from Troy might
be willing to come to a meeting.
Other Matters
Two three year terms end in April (Erickson and Lindahl). Applications are on
the web.
Members will consider monitoring outstanding building permits in the town,
especially when they come before the County Board of Adjustment: the total
funds spent for the commission; consideration of a developers agreement and
other ordinances which are being written.
The meeting was adjourned at 9:15 pm.
