Property Tax Collection
The following
is an excerpt from the cover sheet sent along with the 2010
Property Tax Statement - payable in 2011
"....I
have listed below the days and hours that I will be at the
Town Hall collecting taxes. If you do not prefer to stop
in or you cannot make it on these dates, please feel free
to mail your taxes to the address listed below. In order
to process and credit the correct parcel, please return
the bottom portion of your tax statement. This portion is
perforated for your convenience. Please also write the bill
number, located on the upper right hand corner of your statement,
in the memo area of your check. This will ensure that your
dollars will be credited towards the correct tax bill.
"Receipts:
We will NOT automatically mail back your receipt
unless you provide us with a self-addressed, stamped envelope.
If we do not receive a self-addressed, stamped envelope,
your cancelled check is your receipt.
"Tax
Roll: We will NOT be mailing out a tax roll
with your statement(s) due to costs. The tax roll is the
report that lists all of the names, and property tax amounts
for the Town of Garfield. You can go to the Polk County
web site http://co.polk.wi.us
and retrieve the information you need.
"Lottery
Credit: Lottery Credits are given to Town of
Garfield residents by the State. To qualify to receive a
Lottery Credit, one MUST BE a legal resident of Wisconsin
and MUST NOT be receiving a Lottery Credit from another
town in Wisconsin or another state. To receive the Lottery
Credit this year, you must fill out, sign and return the
Lottery Credit form to the Treasurer by January 31. If it
is returned after January 31, you will get the Lottery Credit
on the 2010-11 tax statement. You can obtain a Lottery Credit
form from the Treasurer or the County Treasurer or you can
download a Lottery and Gaming Credit Form at
http://www.dor.state.wi.us/forms/lottery/index.html.
This does not cost you anything, you just have to fill out
the form. If you are already receiving a Lottery Credit
you do NOT need to fill another one out.
"If you
have a different mailing address from the property address
on the tax statement and are receiving a Lottery Credit,
names will be given to County to verify.
"Payments:
You will need to write out a separate check for each
Personal property taxes
Real Estate taxes, and
dog license(s).
These are three separate funds and need to be kept separate.
There will be
NO CASH REFUNDS when collecting taxes. If there are any
overpayments, that amount will be applied to the second
half or a refund will be mailed if the payment was in full.
If paying with cash, please make sure you have the correct
amount. Cash will not be kept at the Town Hall.

Dog
Licenses
Rabies vaccinations
and dog licenses are required under the Wis. Stats. 174
Wis. Stat. 174.042 (4): If the owner of a dog negligently
or otherwise permits the dog to run at large off premises
or be untagged, the owner shall forfeit no less than $25.00
nor more than $100.00 for the first offense and not less
than $50.00 nor more than $200.00 for subsequent offenses.
Wis. Stats 95.21(2) requires that dogs be vaccinated for
rabies by a veterinarian at no later then 5 months of age
and revaccinated within one year after the initial vaccination
and every 3 years thereafter.
Please be aware
that there are penalties pursuant to Wis. Stats.174 in regards
to: dogs running at large and untagged dogs; damage caused
by dogs. Pursuant to Wis. Stats. 174 fines range from $25-$100
first offense; $50-$200 subsequent offenses, and not more
than $500 or imprisonment up to 60 days or both. If you
have any concerns, refer to Wis. Stats. 174.
Any dog that
is sold, given away, or has died since you have purchased
your last dog license, you will need to fill out an Affidavit
of Death or Disposal of Dog Certificate per Wis. Stats.

one or stop in and pick one up at the Town Hall on the dates
for Tax Collection or click

The Town of
Garfield turns over any unlicensed dog(s) from year to year
to Polk County District Attorneys Office.
Dog license(s)
need to be done every year. A copy of the rabies certification,
dog tag application and fee needs to be returned on or before
January 31st of each year. The dog tag application
can be obtained from either the Town Clerk or Town Treasurer
or downloaded
here (requires Adobe
Reader.)

The
multiple license tag is $36.00 per kennel of 12 or less
dogs, and additional $4.00 for each dog in excess of 112.
Please
issue one check to the TOWN OF GARFIELD for all the tags.
Reminder:There
is a $25.00 penalty for each unlicensed dog after April
1. The delinquent/unlicensed dog owner list will be turned
over to the District Attorney for collection.
Season Boat
Launch Permits Boat Launch permits for 2011
are available for $25. There is a $5 daily boat launch fee
for both the Lake Wapogassett Park and Sunrise Beach.
To apply for a Season Boat Launch Permit download the Application
Form. You may complete the form online and then print
out the form or print out the blank form. Send the completed
form along with the fee to Town Clerk, Town of Garfield,
690 Minneapolis St, Amery, WI 54001. Contact the Town Clerk

Lake Wapogasset Park & Boating
Facility Park Shelter Reservations are now
being accepted for 2011. Click here for details on the shelters,

Swing
Away Mailbox Available to Town Residents
This swing away mailbox is now available
to residents for $67.50. If it is struck (for example, by
a snow plow) the support swings away and can easily be returned
to its normal position greatly reducing the possibility
of the need to repair your mailbox during the winter weather.
Contact the Town Clerk for purchasing details.
If they wish for a small fee the Town can
help install. If you are interested in this service, discuss
it with the Clerk when you order your mailbox

TOWN
OF GARFIELD, POLK COUNTY
BEGINS COMPREHENSIVE PLANNING PROCESS
The
Town of Garfield Plan Commission announces a “kick-off”
meeting to be held on April 12, 2007 to give town residents
the opportunity to learn more about the comprehensive
planning process and to provide input about growth and
other land use-related issues.
The
Plan Commission proposes to develop a Comprehensive Plan
to establish a common vision for what the Town will look
like over the next 20 to 30 years. The Plan will provide
guidance for a variety of issues that directly affect
the quality of life of Town residents, including creating
a sense of community, managing existing and new development,
and providing public infrastructure and services. The
community vision contained in the Comprehensive Plan will
guide the decision-making process and help prioritize
community values.
The
Town of Garfield Plan Commission officially began the
comprehensive planning process in January 2007. A “kick-off”
meeting to encourage public participation will be held
at the regularly scheduled Plan
Commission meeting on Thursday, April 12 at 7:00 PM.
Information will be provided about the comprehensive planning
process. “The comprehensive planning process is
an exciting opportunity for the landowners and residents
of the Town of Garfield to provide their vision of what
the Town will look like in the next 20 years”, said
Orval Johnson, Plan Commission Chair.
Comprehensive
planning will continue monthly at the Plan Commission
meetings. Plan Commission meetings
are usually scheduled for the second Thursday of every
month at 7 :00 PM. All meetings will be held at the Town
Hall located at 690 Minneapolis Street, (Wanderoos) Amery,
WI. Town and area residents as well as other interested
parties are welcome to attend the public meetings.
